Wikileaks: Malaysian facilitator criticizes PH for ‘lack of initiative’ in peace process with MILF

While pleased that the parties were continuing to engage each other, Othman nonetheless criticized the Philippine government for its lack of initiative on peace talks and in resolving the internally displaced persons (IDPs) situation in Mindanao. The government, he said, demonstrated a lack of creativity in negotiations and was not interested in learning from other peace processes, unlike the MILF, which had learned much from the Northern Ireland example.

Wikileaks: MILF sought commitment from PH to amend Constitution but failed

The MILF’s proposal also sought a firm commitment —
before the signing of a comprehensive peace agreement — that
the government would eventually make efforts to amend the
Philippine Constitution to establish the new Muslim
autonomous region. However, citing the established process
for constitutional amendments, which must originate in
Congress, Seguis said the government could not make that
commitment.

13,380 Mindanao lumads benefit from MRDP

The Mindanao Rural Development Program (MRDP) in its recent report to DA Sec. Proceso J. Alcala noted that 27 percent of the total 49,537 individual beneficiaries of the Program are indigenous peoples (IPs) who belong to the most marginalized sectors of the rural Mindanao. Of the number, 7,665 were male and 5,715 were female.
