CAGAYAN DE ORO CITY – All City Hall departments were ordered to coordinate with the City Planning Development Office (CPDO) as part of efforts to “rationalize” the renewal or hiring of job order and casual workers, a top City Hall official said on Friday.
“As part of the process done in coordination with the CPDO, all departments will conduct an assessment of the performances of their casuals and job order (JO) workers to determine the right number of casuals or JOs to retain in their offices,” City Administrator Roy Hilario Raagas said in Visayan during last Friday’s radio program “Ang Inyong Alagad: Mayor Klarex Uy.”
Raagas said this days before Mayor Rolando “Klarex” Uy explained to City Hall bureaucracy in Tuesday’s flag-raising program that contrary to rumors, there was no mass layoff of casuals and JOs in City Hall.
“(Contrary to these rumors) I did not remove any job order employee. (All JOs and casuals with) contracts expired on Dec. 31,” Uy explained in his message in Visayan.
The mayor also said it’s also not in his nature just to indiscriminately dismiss anyone from government service unless there’s evidence that he or she is clearly not performing his/her job.
“The contracts are subject to renewal…I understand your predicament…and there’s no reason why you won’t be retained if you are doing your job and pose no problems to your department manager,” Uy said in Visayan.
During the radio program, Raagas said City Hall’s casuals and JOs knew that their contracts will end on Dec. 31.
“The services of JOs and casuals have a given time period. If your appointment is good for six months or until a project is finished within its time period of three to six months, then their employment also ends. And they know that once they signed the contracts,” Raagas said.
Raagas said it’s up to the department managers to determine if the services of their casuals or JOs are needed beyond their contract.
Uy also issued an order providing a temporary exemption on casuals and job order workers of 12 offices from the termination order whose services cover medical/health, disaster preparedness and management/response, peace and order, traffic management, sanitation, engineering and public cemetery.
These offices are the City Health Office, the City Health Insurance Office, JR Borja General Hospital, the Roads and Traffic Administration (RTA), the Civil Security Unit and City Isolation Unit under the mayor’s office, the City Social Welfare and Development Department, City Disaster Risk Reduction Management Office, City Local Environment and Natural Resources Office, City Public Services Office, City Engineers Office and Mayor’s Office.
Also exempted from the order were casuals and job order employees under the Business Permit Licensing Division (BPLD) and the Office of the Building Official (OBO) due to the ongoing annual business registration and renewal of permits held at the City Tourism Hall. (SC | City Information Office)
