CAGAYAN DE ORO CITY – Some members of the Out-of-School Youth Development Alliance (OSYDA) of Cagayan de Oro City were oriented on Alternative Learning System Law and its implementing rules and regulations during a conducted roadshow in Cagayan de Oro City, April 6.
USAID Opportunity 2.0, the Department of Education (DepEd), and its Bureau on Alternative Education (BEA) hosted the orientation.
BEA was established when the ALS Program was institutionalized with the passing of the ALS Act or Republic Act No. 11510 in the year 2020.
In addition, the IRR was signed by Secretary Leonor Magtolis Briones on November 05, 2021 and shall be posted in the Official Gazette.
She added that it is for this purpose that OSYDA members will be oriented with the salient features of the law. RA No. 11510 and its IRR are milestones, not just by DepEd, but most especially its champions, ALS learners, and partners.
Moreover, the roadshow was a venue to inform OSYDA about the roles and responsibilities of DepEd at different governance levels in the implementation of the law and gathered the commitment of DepEd and stakeholders in the community for the operationalization of the ALS Act. Gambat said she believes that everyone came to the roadshow because they work on the same vision for the youth.
Following the orientation and fishbowl discussion made by DepEd and BEA, work planning, giving of key messages, and signing of the commitment wall took place.
ALS is a parallel learning system in the country that aims to provide opportunities for out-of-school youth and adults, socioeconomically disadvantaged, children in conflict with the law, persons deprived of liberty, indigenous peoples, learners with disabilities, learners in emergency situations, and teenage mothers to develop literacy skills and to access equivalent pathways to complete their basic education.
